Poland adopts 2027 budget draft with defense and tax changes
The Polish government has adopted the 2027 budget draft, projecting revenues of 695 billion PLN and expenditures of 977.6 billion PLN, resulting in a deficit of 282.6 billion PLN. Key priorities include national security, healthcare, and strategic investments. Defense spending is slated to reach 198.1 billion PLN, approximately 4.51% of GDP, while healthcare funding is expected to increase by 26.3 billion PLN to a total of 274.1 billion PLN.
The budget includes significant tax adjustments: a new PIT rate of 24% for incomes between 130,000 and 150,000 PLN, and a proposed increase in the Corporate Income Tax (CIT) from 19% to 22% for companies with annual revenues exceeding 50 million euros. Additionally, the bank CIT is expected to drop from 30% to 26%.
A major controversy has emerged regarding the Constitutional Tribunal. The budget draft allocates zero funds to the institution. Finance Minister Andrzej Domański stated that the Tribunal's financial plan was not effectively delivered to the Ministry of Finance and failed to meet legal requirements. The Tribunal has denied these claims, calling the statement untrue. Justice Minister Waldemar Żurek attributed the lack of funding to irregularities in how the Tribunal's General Assembly was convened.
