Poland's Czyste Powietrze program faces fraud and declining participation

The Czyste Powietrze (Clean Air) subsidy program in Poland is facing a significant crisis characterized by regulatory loopholes and fraud. Thousands of beneficiaries and contractors have been affected by fraudulent activities involving subsidy misappropriation.

The Ministry of Climate and Environment and the National Fund for Environmental Protection and Water Management have faced criticism for their handling of the situation. The program's subsidy system was suspended for over four months, from late November 2024 to the end of March 2025. This suspension, combined with increased bureaucracy, has led to a decline in public trust, evidenced by a drop in weekly subsidy applications.

Government spokesperson Adam Szłapka stated that new legislation is being developed to shift responsibility from defrauded beneficiaries to dishonest contractors, addressing flaws inherited from previous administrations.
