Poland grapples with housing shortage, labor gaps and a shift to services
Poland faces a severe shortage of municipal housing, with estimates of 1 million to 2 million units missing and more than 119 000 households on the waiting list at the end of 2024. Over 90 % of municipalities lack temporary accommodation rooms, and the number of halted evictions exceeded 55 000 in 2023, while some applicants wait up to 22 years for social housing.
The country also has just over 1 100 supported‑housing units for people with disabilities, a figure experts say is far too low. The Ministry of Family, Labour and Social Policy plans to raise that number to 7 000 by 2030 and 12 000 by 2035.
Labour market data show that between 2022 and 2025 the number of Polish citizens employed fell by 215 000, while foreign workers grew by 145 000. The employment rate of Poles aged 20‑64 rose from 77.3 % to 79.2 % in the same period, reflecting demographic pressure rather than competition for jobs.
Economic analysis indicates a structural shift in Poland’s economy: the share of industry and trade in gross value added is declining, while services and public‑sector activities are becoming increasingly dominant.
