Poland's Local Authorities Clarify 5‑Cubic‑Meter Daily Water Withdrawal Limit Without Permit
Municipal governments in Żerków and Gmina Łapsze Niżne have reminded residents that water can be drawn for domestic or agricultural use without a water‑law permit only if the withdrawal does not exceed an average of 5 m³ per day. The guidance, issued amid a summer drought, also stresses that wells deeper than 30 m require a permit regardless of volume, and that any use beyond household or farm needs—such as lawn irrigation or filling pools—constitutes a water service subject to licensing under the Polish Water Law (art. 33, 35, 389).
Both administrations cite the same legal framework, urging rational water consumption to protect groundwater levels. Exceeding the 5 m³ threshold or employing water for non‑essential purposes triggers the need for an application to the Regional Water Management Board in Poznań. The reminders aim to curb pressure on local water resources and ensure sustainable supply during prolonged dry periods.
