Poland: Sejm passes abortion, digital services, and rule of law bills

The Polish Sejm has passed three significant legislative packages, all of which face potential vetoes from President Karol Nawrocki.

Regarding reproductive rights, the parliament approved two bills aimed at easing abortion restrictions. One bill partially decriminalizes providing abortion assistance, passing with 217 votes in favor and 213 against. The second bill seeks to restore the legality of abortion in cases of severe fetal defects, reversing a 2020 Constitutional Tribunal ruling; this passed with 233 votes in favor and 203 against. Protests have already emerged in cities like Warsaw and Gdańsk in response to these developments.

In the digital sector, the Sejm accepted nine out of ten Senate amendments to the law implementing the EU's Digital Services Act (DSA). The legislation aims to provide authorities and courts with tools to rapidly block illegal content, such as hate speech, incitement to violence, or child sexual abuse material.

Additionally, the Sejm passed a rule of law act intended to regulate the status of judges appointed by the National Council of the Judiciary (KRS) between 2018 and 2026. The law, which passed with 231 votes in favor and 200 against, seeks to invalidate appointments made under previous KRS mandates, effectively treating those judicial positions as vacant to allow for new appointment procedures.
