Mato Grosso do Sul police operation arrests delegate for drug diversion
The Special Action Group for Repression of Organized Crime (Gaeco) has launched Operation Infiltrados in Mato Grosso do Sul to dismantle a scheme involving law enforcement officers diverting seized drugs to criminal factions.
Police delegate Hoffman D’Ávila Cândido e Sousa is a central figure in the investigation. He is suspected of participating in a system where cocaine and other narcotics were either omitted from official seizure records or stolen directly from police station depots before being redistributed to traffickers.
The operation, which began following investigations from operations Traquetos and Blindspot in October 2025, has resulted in the arrest of 12 agents, including nine civil police officers, two military police officers, and one prison officer. Authorities executed 24 preventive arrest warrants, two temporary arrest warrants, and 38 search and seizure warrants across Campo Grande, Dourados, and Terenos.
Following a custody hearing, the judiciary maintained the arrest of Hoffman D’Ávila. The delegate, who previously led specialized units such as Denar and Garras, has been removed from his duties, and his professional credentials and public property have been seized.
