Police Oversight Reforms and Misconduct Rulings in Sierra Leone and United Kingdom

Sierra Leone’s Independent Police Complaints Board (IPCB) is set to implement 22 reforms aimed at strengthening its legal framework, staffing, training, logistics and office accommodation. The changes follow a management review endorsed by the Cabinet and were presented by IPCB Executive Secretary Rashid Kabba, who called the draft report “a significant milestone” for the Board’s independence and accountability.

In the United Kingdom, former Staffordshire Chief Constable Chris Noble was found to have committed gross misconduct after a two‑day disciplinary hearing. IOPC Director General Rachel Watson said the outcome supports calls for an overhaul of senior‑officer promotion processes, stressing the need for “transparency and fairness, more investment in leadership training, and improvements to identifying and fast‑tracking talent.” The finding will be forwarded to the College of Policing to place Noble on the barred list, preventing future policing roles.
