Portuguese police unions protest over pay and career reforms

Portuguese police unions and associations are engaged in intense negotiations with the Ministry of Internal Administration regarding pay, career structures, and professional status. Minister Luís Neves is meeting with representatives from the GNR and PSP to discuss the revision of the remuneration system and professional statutes.

A major point of contention is a government proposal to grant a monthly supplement of 160 euros in 2026 (retroactive to July) and 230 euros in 2027 to officers in the National Unit for Foreigners and Borders (UNEF) and the GNR's Coastal Control and Border Unit (UCCF). Five of the seven PSP unions have rejected this proposal, arguing the amounts are insufficient for the specialization required.

In response to ongoing dissatisfaction, police forces held a silent protest in Porto, marking the start of a series of planned demonstrations across several cities. Additionally, the government has authorized 700 PSP agents to enter pre-retirement this year, a 40% increase compared to the previous three years, in an effort to manage staffing and operational capacity.
