Polish Architects' Council challenges legality of free house design database

The National Council of the Chamber of Architects of Poland (IARP) submitted a formal letter on 8 July 2026 to the Chief Office of Building Supervision, addressed to Deputy Chief Inspector Filip Prusik‑Serbinowski. The letter, signed by IARP President Borys Czarakcziew and Vice‑President Ryszard Gruda, questions the continued operation and expansion of the publicly accessible GUNB database offering free single‑family house designs.

IARP argues the programme lacks a clear statutory basis, has not undergone an impact assessment, and places the state in direct competition with private architects. It also raises concerns about compliance with EU competition law and stresses that architectural designs are not catalogued products. The council calls for a legal review and proper regulation of the free‑design initiative originally launched under the Poland Deal and subsequently expanded.

The dispute centres on whether the state‑funded provision of free building projects infringes on market fairness and whether it complies with constitutional and EU legal standards.
