Poland’s public spending per person hits 53,222 zł in 2025
Poland’s total public spending in 2025 reached almost 2 trillion zł, which translates to 53,222 zł per resident – an increase of about 11 % compared with 2024. The largest share of the budget goes to pensions and rents, costing 13,900 zł per capita (nearly 14,700 zł when all pension benefits are included). Health care receives over 6,100 zł per person, safety and justice about 6,000 zł, social assistance 5,600 zł and education and science 5,500 zł. Debt‑service costs rose 23.5 % year‑on‑year, now exceeding the outlay for the 800 plus programme. Public expenditures represented 50.9 % of GDP, a higher share than in Germany, Sweden or Denmark. The report, compiled by the Forum Obywatelskiego Rozwoju (FOR), notes that without defence spending the per‑capita total would be 4,227 zł lower and the public‑finance deficit would fall to roughly 3.2 % of GDP instead of 7.2 %.
