Polish health ministry moves to stop doctors holding multiple jobs

The Ministry of Health in Poland is preparing a regulation that will require hospitals to submit hourly work‑time reports for medical staff to the National Health Fund (NFZ). The draft, set to take effect on 1 November 2026, aims to eliminate “bilocation” – the practice of listing the same doctor as working at several facilities at the same time – and introduces possible contractual penalties for non‑compliance.

The change follows recent scrutiny of staffing abuses, highlighted by a case involving 28‑year‑old doctor Dawid Kacprzyk. Kacprzyk sought to recruit a team of physicians to a county hospital in Mińsk Mazowiecki at unusually high hourly rates, threatened colleagues with dismissal, and was accused of demanding special pay for himself. His conduct underscored concerns about informal hiring arrangements and the need for stricter oversight of doctors’ work schedules.
