Polish Ministry of Finance reviews NBP rate for mortgages

The Polish Ministry of Finance is evaluating a proposal to allow the National Bank of Poland (NBP) reference rate to be used in determining mortgage interest rates. The suggestion was submitted during public consultations for legislative changes (UC132) aimed at enhancing financial market stability. The proposal was initiated by the Polish Financial Supervision Authority (KNF) and the Polish Bank Association (ZBP), rather than the Ministry itself.

As Poland undergoes a transition from WIBOR to the new POLSTR rate—with new WIBOR-based contracts set to cease by the end of 2026 and POLSTR taking over in January 2027—banks have requested this amendment to provide an alternative interest-setting method.

The Ministry of Finance is currently conducting internal analyses and has requested formal opinions from the European Central Bank (ECB) and the NBP. Officials have expressed concerns regarding a potential 'monoculture' where most mortgages rely on a single rate, which could complicate monetary policy. A decision on whether to include this provision in the upcoming legislation is expected following these consultations, with the Council of Ministers aiming to adopt the act in the third quarter of this year.
