Polish municipalities encounter procurement delays amid legal challenges

Local authorities in Poland are experiencing setbacks in public procurement processes. The town of Kamienna Góra announced a series of oral, unlimited tenders for the sale of multiple building plots and residential units, with the notice published on 25 June 2026.

In Poznań, the reconstruction of the city’s Palm House has been stalled because the contract with the selected contractor cannot be signed pending appeals to the National Appeals Chamber (KIO). The original tender was announced in August 2025, but errors in the price calculation and subsequent legal challenges led to the cancellation of the lowest‑bid offer and a new bidding round. The prolonged procedure has forced a revision of the work schedule, with completion now expected in 2030 and summer‑time glazing works postponed to the following year.
