Polish municipalities report budget gaps and housing program extensions

In Świdnica, a growing gap has emerged between projected property tax revenues and actual collections. For the 2026 budget, the city planned record revenues of 58.5 million PLN, but by the end of the second quarter, the difference between the plan and actual funds received reached 27 million PLN. The percentage of the plan fulfilled by mid-year is at its lowest level since 2020, despite tax rates remaining unchanged from the previous year.

Meanwhile, in Racibórz, local councilors have extended the deadline for municipal housing tenants to apply for property buyouts until the end of 2026. The program offers significant discounts: a 70 percent reduction for single lump-sum payments and a 60 percent reduction for installment plans. As of August, 143 applications have been submitted, with 37 transactions already finalized, contributing approximately 3.1 million PLN to the city budget.
