Polish officials seek to restrict use of 'inspection' title by NGOs

Polish authorities are seeking legal restrictions on the use of the term “inspection” by non-governmental organizations following a conflict involving the Lower Silesian Animal Protection Inspectorate (DIOZ). Małopolska Voivode Krzysztof Jan Klęczar stated that the term is being misused to create the false impression of state authority, which can lead to the intimidation of citizens. The Ministry of Agriculture and Rural Development confirmed that animal welfare NGOs do not possess official inspection or control powers and cannot enter private property without consent.

The dispute was triggered by tensions regarding horse transport to Morskie Oko. The Tatra County authorities announced they will take legal action against DIOZ and its representatives for alleged defamation, insults against public officials, and incitement to violence. Local officials described the activists' conduct as a “media spectacle” characterized by aggression and manipulation rather than substantive debate.

In response to the transport controversy, the Tatra County administration noted that a pilot program is set to begin on September 1, which will shorten the horse transport route from Palenica Białczańska to Wodogrzmoty Mickiewicza as a compromise between animal welfare and local needs.
