President Karol Nawrocki blocks windfall fuel tax and advances EU Green Deal referendum

President Karol Nawrocki sent the draft law on a 60 % windfall tax on fuel‑company profits to the Constitutional Tribunal, arguing it breaches the principle that law cannot work retroactively. By doing so he halted a measure that would have raised about 4 billion zł for the state budget and financed the CPN programme that subsidised petrol prices.

Prime Minister Donald Tusk and Finance Minister Andrzej Domański condemned the move, calling it “shocking” and warning that it deprives the budget of funds earmarked for cheaper fuel.

At the same time Nawrocki submitted a second proposal to the Senate for a nationwide referendum on the EU Green Deal climate policy. The new wording asks simply, “Are you in favour of Poland implementing the European Union’s climate policy?” and is slated for a vote on 27 September if the Senate approves it, after the first attempt was rejected for being suggestive. Local officials in Dębica publicly backed the president’s initiative.

The combined actions affect the financing of price‑protective measures, national fuel prices and the political debate over Poland’s EU climate commitments.
