The Krakow Chamber of Tax Administration (Izba Administracji Skarbowej) stated that the ANPRS – an automatic number‑plate recognition system – is merely a technical instrument and "does not have features that can affect citizens' rights or the exercise of public authority."
Earlier, the Krakow‑Podgórze Tax Office confirmed that in 2026 it accessed ANPRS data in 17 cases concerning VAT deductions for passenger cars, indicating that the system is already used in tax investigations. Critics argue that the nationwide recording of every vehicle and its integration into fiscal databases amounts to extensive driver surveillance, while the tax chamber maintains that the system itself does not perform investigative or enforcement actions.
