Political developments in Peru and corruption sentencing in Colombia

In Peru, Senator Katherine Ampuero of the Renovación Popular party has called for the Executive branch to present a project for the delegation of legislative powers this week. Ampuero emphasized the urgency of the request, citing the need for immediate measures to combat citizen insecurity, noting that between six and seven lives are lost daily to violence. While the party awaits the official document to determine its support, Ampuero noted concerns regarding potential provisions related to toll fees.

In Colombia, the Superior Court of Bogotá has sentenced Francisco Javier Estupiñán Bravo, a former sales representative for Corporación Mixta Integral Yapurutú, to over nine years in prison. Estupiñán Bravo was convicted of embezzlement and undue interest in contract celebrations related to the National Unit for Disaster Risk Management (UNGRD).

The investigation revealed that Estupiñán Bravo participated in the irregular awarding of a 29 billion peso procurement order for 40 water tankers for La Guajira. He allegedly used false certifications to facilitate disbursements of 25.375 billion pesos while the vehicles were still being assembled. The scheme resulted in cost overruns of 11.114 billion pesos, from which Estupiñán Bravo and others misappropriated significant sums.
