Political leaders challenge protest restrictions and city closures

In Paraguay, lawyer and PLRA leader Miguel Abdón Saguier has criticized the detention of two council members during a demonstration held in front of the residence of former president Horacio Cartes. Saguier argued that the police action violates the National Constitution, which guarantees the right to peaceful protest in public spaces. He noted that because the protesters were on a public sidewalk and not trespassing on private property, the arrests constitute an act of intimidation against citizens.

In Costa Rica, deputies Janice Sandí and Salvador Padilla of the PLN have challenged significant street closures in Cartago scheduled for a presidential visit during national holidays. The restrictions, which could span up to 18 blocks and a 200-meter perimeter around the mayor's office, have drawn criticism for potentially harming local commerce and workers. Sandí has requested official documentation from the Municipality of Cartago to determine if the Executive Branch ordered the measures and to assess the impact on local government autonomy.
