Pope Leo XIV is implementing strategic changes within the Vatican, focusing on both liturgical formation and financial management.

Regarding religious practice, the Pope has emphasized the need for continuous liturgical formation for both clergy and laity. In a message to Cardinal Arthur Roche, the Prefect of the Dicastery for Divine Worship and the Discipline of the Sacraments, Leo XIV highlighted the importance of understanding the 'ars celebrandi' (the art of celebrating) to ensure that the liturgy remains a source of spiritual depth and reverence. He encouraged the use of approved texts and instructions to maintain respect for the rites promulgated by previous popes.

On the economic front, Leo XIV is restructuring Vatican finances by adjusting regulations governing the Administration of the Patrimony of the Apostolic See (APSA). In 2025, he eased certain restrictions introduced during Pope Francis's pontificate, allowing APSA to utilize external financial intermediaries in specific circumstances. This move aims to improve efficiency and balance while maintaining oversight. Additionally, the Pope has renewed the Council for the Economy, retaining Cardinal Reinhard Marx as coordinator while introducing new experts to the body.
