Pope Leo XIV revises Vicariate of Rome constitution, restoring subsidiarity

Pope Leo XIV issued the Motu Proprio “Confirma fratres tuos” to update the Constitution of the Vicariate of Rome. The document restores the ordinary authority of the Cardinal Vicar and the Vice‑Gerent, introduces a Moderator Curiae to coordinate the diocese’s offices, and stresses a subsidiarity‑focused, transparent administration.

The revision clarifies the distribution of competencies among curial bodies, reinforces the role of the Episcopal Council as a permanent consultative organ, and establishes an Independent Vigilance Commission to safeguard financial resources and protect minors and vulnerable persons. It also reiterates the pastoral mission of the Roman diocese and the need for ecumenical dialogue with the local Jewish community and foreign Catholic communities in Rome.
