Port Harcourt Refinery supplies diesel during rehabilitation

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has clarified that the Port Harcourt Refining Company is currently supplying diesel to the domestic market despite the facility not being fully operational.

The regulator explained that the diesel is provided through ancillary and blending operations within the refinery complex rather than through full-scale crude oil refining. This arrangement is intended to support fuel availability while the refinery undergoes phased rehabilitation of its core units.

According to the NMDPRA, the facility's storage tanks, loading facilities, and utilities remain functional, allowing for these limited product supply activities. The authority emphasized that all diesel supplied meets national regulatory quality specifications and is subject to routine monitoring.
