Port of Civitavecchia usage rights upheld by Italian Supreme Court

The Italian Supreme Court (Corte di Cassazione) has issued a definitive ruling regarding the usage rights at the Port of Civitavecchia, resolving a legal dispute that has persisted since 2017.

The court rejected the final appeal from Roma Cruise Terminal (RCT), confirming that the readjustment of usage rights is legitimate. The ruling clarifies that these payments are considered compensation for general interest services rather than a tax. This decision provides financial certainty for the Port Authority (AdSP) and is expected to serve as a legal guideline for the entire Italian port system.

Previously, cruise ship operators had paid the readjusted amounts under reservation, seeking potential reimbursement. The ruling concludes a long judicial process involving multiple levels of the administrative court system.
