Port of Galveston plans cruise terminal expansion and infrastructure upgrades

The Port of Galveston is pursuing significant expansion and infrastructure upgrades. The Galveston Wharves Board is set to consider plans for Cruise Terminal 14, a proposed facility tied to Royal Caribbean. Under a ground-lease structure, the port would provide the berth, parking, and slip, while Royal Caribbean would construct the terminal to accommodate Icon-class ships.

Additionally, the port is considering an operating agreement with Margaritaville at Sea, potentially beginning in October 2027. This agreement would guarantee at least 200,000 passenger movements during its initial term.

To support growth, the Port of Galveston is investing over $8.5 million in six mobility and safety projects. This initiative is supported by $7.4 million in state and federal grants, supplemented by $1.1 million in port funds. Projects include pedestrian safety improvements, new traffic signals, and wayfinding signage. Funding will also support feasibility studies for a flyover connecting Interstate 45 directly to the port.
