Port of Quebec initiates impact assessment for QSL container terminal
The Port of Quebec has launched its Impact Assessment and Mitigation Process (PEAI) regarding a proposed international container terminal project by the company QSL in the Beauport sector. This follows a decision by the Impact Assessment Agency of Canada on August 10, which determined that the project would not undergo a federal impact assessment, instead delegating the responsibility to the Port of Quebec as the federal authority.
The PEAI is expected to last approximately 12 months and includes phases for public consultation to inform citizens, stakeholders, and First Nations. The process involves hiring qualified experts to conduct environmental and social impact studies, which will then be reviewed by additional experts appointed by the port administration. The Port of Quebec emphasized that the current project notice is an initial step and does not constitute project authorization or approval.
The decision to allow the Port of Quebec to manage the environmental study has faced criticism from local groups, such as the Table citoyenne du Littoral Est, who raised concerns regarding potential conflicts of interest. The port administration maintains that the evaluation will be rigorous, transparent, and compliant with the Impact Assessment Act.
