Port of Ravenna arms transit sparks legal battle over data transparency
Legal proceedings are underway regarding the transparency of arms shipments passing through the Port of Ravenna, Italy. The Council of State is set to rule on an appeal by the Customs Agency against a previous TAR Bologna decision that mandated the release of aggregated data concerning the transit of weapons from the civilian port.
Journalist Linda Maggiori and lawyer Andrea Maestri initiated the request for data following investigations into the transit of munitions and dual-use materials destined for Israel. The shipments reportedly originate from the Czech Republic and Hungary. While the Customs Agency has appealed the disclosure order citing national security and international relations, advocates argue that the port remains a civilian and commercial facility, not a military one, and that such transits may violate Law 185/90.
The controversy follows previous incidents, including a 2025 case where approximately 800 weapon components were blocked due to a lack of authorization. The situation has increased tensions between port authorities, local government, and citizen committees.
