Portacelis Gas and Oil accused of subdeclaring 83 million liters of diesel

Mexico’s Tax Administration Service (SAT) has documented that Portacelis Gas and Oil, a company linked to Amílcar Olán—an associate of Andy and Gonzalo López Beltrán—subdeclared massive quantities of diesel imports. Between February and June 2025, the company reportedly declared only 6.6 million liters of fuel imported via rail through the Nuevo Laredo and Matamoros customs, while the actual volume is estimated to be approximately 90 million liters.

This discrepancy represents a subdeclaration of over 83 million liters, meaning the company officially reported only about 7% of the actual volume. According to the damage declaration submitted by the SAT to the Attorney General’s Office (FGR), the company omitted the payment of 834 million pesos in duties and taxes. The SAT has requested criminal action against the entity.

Records indicate that Portacelis lacked sufficient storage infrastructure for such high volumes. The company primarily sourced diesel from Texan providers, including Brownsville GTR and MG Energy, the latter of which is also under investigation for connections to fuel smuggling networks.
