Portimão initiates regulatory process for shared micromobility

The Portimão City Council has approved the commencement of a regulatory process to manage shared micromobility, including e-scooters and bicycles, within the municipality. The decision aims to balance urban innovation with public safety, accessibility, and organized use of public space.

The initiative will begin with a technical diagnosis to assess current usage, circulation areas, and designated parking zones. A key focus of the study is to prevent micromobility devices from obstructing pavements and accessible routes, which can create hazards for wheelchair users, the visually impaired, the elderly, and families with strollers.

The regulatory development will involve a consultative process including EMARP, security forces, service operators, parish councils, and representatives from the tourism and business sectors, as well as associations for people with disabilities. This move aligns with Portimão’s Sustainable Urban Mobility Plan for 2024-2034 and follows recent updates to Portugal’s national legal framework regarding vehicle-sharing services.
