Portland homelessness study highlights housing needs and shelter concerns

A study from Portland State University’s Homelessness Research and Action Collaborative reveals that 98% of surveyed individuals experiencing homelessness in Multnomah County desire permanent, stable housing. The Pathways Study, which surveyed 541 people, found that financial barriers, specifically lost or reduced income, are the primary obstacles to securing homes.

Simultaneously, a survey by the Portland City Ombudsman’s office regarding alternative shelter sites, such as Safe Rest Villages, indicates growing concerns among residents. Reported issues include mistrust in complaint processes, unfair treatment, stay limits, and allegations of threatening behavior or sexual misconduct by staff. While some residents expressed gratitude for shelter services, the report notes an increase in formal complaints filed since 2023.
