Portland officials address opioid settlement funding and CMP grid project

The Portland City Council has taken multiple actions regarding local infrastructure and social services. The council moved to approve a proposal to allocate $350,000 from the city’s Opioid Settlement Fund to operate an emergency winter warming shelter for the 2026–2027 season. The move aims to offset funding from the Maine State Housing Authority, though questions remain regarding whether the expenditure meets national requirements for opioid settlement usage.

Separately, the council unanimously approved a resolution authorizing Mayor Mark Dion to submit testimony to the Maine Public Utilities Commission regarding a Central Maine Power (CMP) electric grid upgrade project. The proposal, estimated to cost $547 million for its first phase, aims to strengthen the energy grid between Yarmouth and Portland. The decision follows significant public outcry from residents and groups like the Alliance for Responsible Infrastructure, who have criticized the lack of public information and expressed concerns about infrastructure expanding along property lines and recreational trails.
