Portland officials debate police dispatch funding and Fair Share Tax
Portland officials are addressing two significant policy developments regarding city funding and taxation.
Police Chief Dustin Mock has expressed opposition to the potential discontinuation of funding for Portland Police Dispatch. In a written position provided to the City Council, Mock warned that removing funding before a workable transition plan is established could disrupt essential services and create public safety risks. He cited consultant findings and departmental assessments regarding staffing and costs as the basis for his concerns.
Simultaneously, the Fair Share Tax proposal is advancing to the Finance and Governance Committee. The ordinance aims to eliminate taxes for approximately 18,000 small businesses by raising the Business License Tax exemption threshold from $75,000 to $500,000 in gross receipts. To offset this, the plan would increase the CEO Pay Ratio Surtax on 405 publicly traded corporations. This surtax would require companies with large CEO-to-worker pay gaps to pay an additional 25% to 500% of their Business License Tax liability, potentially generating $72 million annually for city services such as parks and public safety.
