Portland proposes 20% reduction in bulk fuel storage capacity

The Portland City Council is considering a proposal to regulate bulk fuel facilities within the Critical Energy Infrastructure (CEI) Hub, a six-mile industrial stretch along the Willamette River. The hub currently stores 90% of Oregon’s liquid fuel supply but is considered vulnerable to earthquakes and natural disasters.

The proposed Capacity Reduction Program aims to reduce fuel storage capacity by 20% by 2035. Key elements of the recommendation include updating the city’s Comprehensive Plan and zoning code to support emergency preparedness, climate resiliency, and environmental protection. Additionally, the proposal includes a prohibition on expanding storage tank capacity for all fuel types, with the exception of aviation fuel.
