Portland Public Schools faces projected $65.2 million deficit
Portland Public Schools (PPS) is facing a projected $65.2 million structural deficit for the 2027-28 school year. This follows previous reductions totaling $171.8 million between 2023 and 2027. If the new shortfall necessitates further cuts, the total reduction could reach approximately $237 million.
The district identifies rising operational costs and declining student enrollment as the primary drivers of the deficit. Because over 80% of the operating budget is dedicated to personnel, rising wages, healthcare costs, and pension obligations significantly impact finances. Additionally, declining enrollment reduces state funding, while many fixed costs remain constant. PPS noted that one-time resources, such as federal pandemic funding and reserves, have been exhausted.
Education experts and the Oregon Education Association have pointed to declining enrollment and insufficient state investment as critical factors. Experts suggest that such recurring deficits place the ultimate burden on students.
