PSD and CDS-PP propose SNS access restrictions for non-resident foreigners
The PSD and CDS-PP parties have resubmitted a legislative project aimed at restricting access to the National Health Service (SNS) for non-resident foreigners in Portugal. This initiative, which previously gained support from the Chega party but lapsed due to elections, proposes amendments to the Health Framework Law.
Under the new proposal, while citizens with regular residency or EU nationality would remain beneficiaries, non-residents and those in irregular situations would be required to pay for healthcare services provided. The project also suggests that individuals present proof of health insurance coverage or other legal responsibility for costs. The parties aim to establish mechanisms for identifying those responsible for payments and ensuring guarantees or advance payments where necessary, though exceptions would remain for emergency or vital care.
