Portugal and EU prepare for winter time shift and new rail rights

European Union member states, including Portugal, are set to transition to winter time on October 25. This seasonal shift will result in clocks being set back by one hour, leading to earlier sunsets. For Portugal, the time difference with Brasília will decrease from four hours to three hours.

In addition to seasonal time changes, new passenger rights for rail travelers will take effect in Portugal this October. Under Decree-Law No. 173/2026, which aligns Portuguese legislation with European rules, passengers facing train delays or cancellations will have new protections. If a rail operator fails to provide alternative travel options within 100 minutes of a scheduled departure or missed connection, passengers may arrange their own alternative public transport, such as buses or other trains, and seek reimbursement for the costs.
