Portugal implements daily teacher hiring and education reforms

Portugal's Minister of Education, Fernando Alexandre, has announced a new continuous recruitment model that allows schools to hire teachers on a daily basis starting September 18. This measure aims to reduce the time students spend without classes by accelerating the replacement of teachers due to illness or retirement.

Additionally, the government is planning pilot projects for the 2027/2028 school year to merge the first and second cycles of basic education. While the National Association of School Directors (ANDAEP) and the National Teachers Association view the merger as a potentially positive way to better distribute staff, they have called for urgent clarification on how the transition will be operationalized.

However, teacher unions Fenprof and FNE have rejected the merger, expressing concern that it is being used as a way to mask the ongoing teacher shortage rather than addressing the root cause: the need for more educators. Meanwhile, the Minister also addressed recent PISA test results, praising former Minister João Costa for his serious analysis of the decline in Portuguese reading and mathematics scores.
