Portugal defense procurement faces transparency criticism
Transparency International Portugal has issued a negative assessment regarding the governance model of the SAFE military investment program. The organization argues that the current framework is insufficient to ensure proper scrutiny and evaluation, claiming it reduces oversight to a mere ex-post control mechanism.
Specifically, the organization criticized the Defense Investment Monitoring Commission (CAID) for a lack of independence, noting the absence of the Court of Auditors and the Attorney General's Office in its structure. This criticism comes as Portugal moves forward with a massive military modernization plan, including the acquisition of three FREMM Evo frigates via a contract worth nearly four billion euros, part of a broader investment program totaling nearly six billion euros.
While the Portuguese Ministry of Defense maintains that the SAFE system is the most effective oversight mechanism in the country's democratic history, critics have raised concerns regarding the exclusion of the Portuguese Parliament from the process and the potential lack of transparency in direct acquisitions from companies like Fincantieri.
