Portugal is increasingly serving as a strategic field laboratory for European defense experimentation. The recent conclusion of the ARTEX exercise in Santa Margarida saw the testing of 110 military technologies, marking the first European operational experimentation campaign conducted by the European Defence Agency in the country.

Portugal offers unique advantages for testing drones, electronic warfare, and autonomous systems due to its vast maritime space, the Azores, and a combination of land, sea, air, space, and cyber domains. This multidomain capability distinguishes it from other European testing centers where airspace is congested and environmental restrictions are high.

Following the success of exercises like REPMUS and SPACE EX, there is a growing movement to establish Portugal as a central European hub for defense experimentation. The Army's Technological Center has already joined the DIANA network, and efforts are underway to integrate the Army, Navy, Air Force, industry, and academia into a cohesive national defense testing network.
