Portugal enacts law banning face coverings in public spaces

Portuguese President António José Seguro has promulgated a law prohibiting the covering of faces in public spaces. The legislation, approved by Parliament, aims to regulate facial visibility to enhance public safety, citizen identification, and social cohesion.

The law does not specifically target Islam or garments like the burka or niqab, but rather prohibits any clothing or means that conceal the face in a way that prevents identification. To address constitutional concerns, the final text focuses on public order and security, replacing original prison sentences with administrative sanctions and fines. Penalties for unintentional violations range from 150 to 750 euros, while intentional violations can result in fines between 400 and 3,000 euros.

Exceptions to the ban include medical or professional reasons, artistic performances, and adverse weather conditions. The law also prohibits forcing individuals to cover their faces based on gender, religion, age, or origin. While the measure has sparked debate regarding religious freedom and personal autonomy, analysts note that the use of full-face veils is a very minor practice within Portugal's Muslim community.
