Portugal establishes working group for University Clinical Centers
The Portuguese government has launched a joint working group to develop the framework for new University Clinical Centers. This initiative aims to strengthen the connection between healthcare delivery, medical education, scientific research, and innovation.
The working group is a collaborative effort involving the Ministries of Finance, Health, and Education, Science, and Innovation. It includes representatives from the Central Administration of the Health System, the Council of Rectors of Portuguese Universities, and the Council of Portuguese Medical Schools, as well as Local Health Units (ULS) that include university hospitals.
The project follows recommendations from an Independent Technical Commission (CTI) which argued that the current statutory regime for ULS does not adequately address the multifaceted nature of institutions that integrate university hospitals. The goal is to transition these units into more integrated structures with specialized governance and financing models.
A preliminary report addressing legislative frameworks and financing options is expected by December 31, 2026. A final report containing concrete proposals for institutional models, human resources, and necessary legislative changes is due by March 31, 2027.
