Portugal experiences significant demographic shift driven by immigration

Portugal is experiencing a significant demographic transformation, with the resident population reaching 11,424,031 by the end of 2025. This growth, an increase of over 824,000 people between 2021 and 2025, has been primarily driven by exceptionally high levels of immigration.

According to data from the INE, annual population increases were 330,587 in 2022, 274,643 in 2023, 182,875 in 2024, and 36,809 in 2025. Despite this growth, the country faces a dual challenge: an aging population continues to accelerate, and deep territorial inequalities persist.

The demographic shift is not uniform across the country. While some interior municipalities are attracting new residents and finding new economic activities, access to essential services—including public transport, healthcare, education, qualified employment, and culture—varies significantly depending on location. This creates a ‘two-speed’ reality where geography continues to heavily influence available opportunities.
