Portugal faces administrative delays and licensing issues

Portugal faces ongoing challenges regarding administrative delays within its public sector. Citizens and companies frequently experience prolonged waiting periods for licensing, subsidies, nationality applications, and contract updates, often lasting months or years. Despite legislative attempts to shorten decision-making deadlines, the efficiency of the administrative machine remains a significant issue, impacting the principle of good administration.

In a specific instance in Oliveira de Azeméis, the Portuguese Environment Agency (APA) has issued a 30-day deadline for the municipality to regularize the occupation of the new São Roque pavilion. An inspection confirmed the facility was built on an area where occupation has not been legally authorized. The municipality must now either submit a licensing request or restore the site to its previous condition, though the APA noted that maintaining a five-meter permeable strip between constructions and the water line may allow for administrative regularization.
