Portugal faces declining democratic quality and autocratization risks

Recent reports indicate a decline in democratic quality indicators in Portugal over the last five years. The Global State of Democracy 2026 report highlights significant drops in election credibility and civil liberties, specifically regarding freedom of expression and the press.

While organizations like Freedom House and Reporters Without Borders maintain positive rankings for the country, other studies present more concerning data. The Varieties of Democracy (V-Dem) study has placed Portugal on a watchlist of countries at risk of autocratization for the first time.

Key factors contributing to this trend include increased political polarization, a weakening media landscape characterized by precarious employment and concentrated ownership, and the continued criminalization of defamation. These conditions have reportedly led to rising levels of self-censorship as individuals perceive a social or legal cost to public speech.
