Portugal fuel prices expected to rise amid government tax adjustments

Fuel prices in Portugal are expected to rise during the week of August 17, 2026. Estimates from the Automóvel Club de Portugal (ACP) and ANAREC suggest diesel could increase by approximately 10 cents per liter, potentially pushing average prices above 2 euros per liter, while gasoline may rise by about 9 cents.

To mitigate these increases, the Portuguese government has adjusted the extraordinary and temporary discount on the Special Tax on Petroleum Products (ISP). The new discount will increase by 2.1 cents per liter for diesel and 1.4 cents per liter for gasoline.

The Energy Services Regulatory Entity (ERSE) conducted an in-depth study on fuel price evolution and concluded that there is no evidence of market manipulation. While ERSE noted a slight asymmetry where price increases occur more rapidly than decreases, it characterized this as having a reduced economic magnitude. The regulator recommended increased transparency and supervision rather than administrative price controls, noting that final pump prices are influenced by international refined product costs, logistics, and taxation.
