Brazil education spending per student is one-third of OECD average

An OECD report, 'Education at a Glance 2026', reveals that Brazil's annual expenditure per student is approximately US$ 4,133, which is only about 30% of the OECD average of US$ 13,601. While Brazil allocates a higher percentage of its GDP to education (4.5%) compared to the OECD average (4%), the Ministry of Education noted a decline in the GDP share of education investment from 5.5% in 2015 to 4.6% in 2023.

Other findings from the report indicate that 9% of public basic education teachers in Brazil lack full qualification, a figure similar to the OECD average. Additionally, the report highlights challenges in teacher recruitment, particularly in remote areas and for subjects like mathematics and natural sciences.

In the legislative sphere, several bills are under review in the Brazilian Chamber of Deputies. Bill 3227/26, proposed by Deputy Tabata Amaral, seeks to include technical training questions in the Enem exam to better reflect students' specialized curricula. Meanwhile, Bill 3029/26, proposed by Deputy Duda Salabert, aims to establish universal access to public higher education by replacing eliminatory entrance exams with a non-eliminatory common basic cycle.
