Portugal implements new fuel price transparency rules
New regulations in Portugal require fuel stations to display the fiscal reduction per liter at the pump. Effective since October 17, following Decree-Law no. 199/2026, stations must show the expression ‘Redução ISP+IVA’ alongside its value. This figure represents the difference between the reference ISP rate and the actual amount charged including VAT. The reduction is already factored into the displayed pump price and does not constitute an additional discount.
Failure to comply with these transparency rules can result in fines ranging from 1,000 to 3,000 euros, with oversight provided by the Entidade Nacional para o Setor Energético. While the measure aims for transparency, some political groups, such as Iniciativa Liberal, have suggested instead showing the total tax burden per liter.
In the Autonomous Region of Madeira, fuel price adjustments scheduled for October 19 show gasoline 95 increasing by 3.2 cents per liter, while road diesel is set to decrease by 0.6 cents per liter. These changes reflect the maximum authorized retail prices for the region.
