Portugal integrates climate services for agriculture and public investment
Researchers from the Portuguese Institute for Sea and Atmosphere (IPMA) have published a study in the journal Climate regarding the role of climate services in supporting agricultural resilience. The research evaluates two IPMA platforms, DataClima and AgroClima, which provide meteorological and agrometeorological data to assist in decision-making and adaptation to extreme weather events such as heatwaves and droughts.
Separately, an International Monetary Fund (IMF) report, the Climate Public Investment Management Assessment (C-PIMA), highlights the need for Portugal to more systematically integrate climate change into public investment decisions. The IMF recommends implementing climate screening for investment projects, incorporating climate budget tagging, and including climate risk assessments in infrastructure maintenance plans. The report also suggests considering the creation of a Climate Financing Unit within the Ministry of Finance to manage climate risk as a budgetary concern.
