Portugal introduces new dietary guidelines for school canteens

The Portuguese Ministry of Education has released the ‘2026 Guidelines for School Meals and Canteens,’ introducing strict new dietary standards for schools. Developed by the Institute of Education, Quality and Innovation (EDUQA) in collaboration with the Directorate-General for Health, the guidelines aim to align school nutrition with the Mediterranean diet.

Key changes include a ban on ultra-processed meat and fish products that contain more than a 40% reduction in animal protein, such as nuggets, fish sticks, and seafood delights. Prepared snacks like croquettes, rissóis, and codfish cakes are also excluded from menus. Processed meats, such as ham and sausages, are to be used only residually for flavoring.

Regarding protein and sweets, the guidelines mandate that fish meals should be equal to or more frequent than meat meals. Red meat is limited to a maximum of four servings per month, with white meat being the preferred option. Eggs may only be served once a week as a sole animal protein source, while legumes should be included daily. Sweet desserts, including milk ice cream and gelatin, are restricted to once per month, with fresh fruit being the standard dessert option. Additionally, water is designated as the only beverage permitted in school canteens.
