Portugal introduces single social benefit (PSU)

Portugal is implementing a new social benefit system called the Prestação Social Única (PSU), which will consolidate 13 different social supports into a single framework. This reform affects beneficiaries of the Rendimento Social de Inserção (RSI) and various non-contributory pensions, including social old-age, widowhood, orphanhood, and invalidity pensions.

The transition will be automatic for most current beneficiaries. To protect recipients, the law includes safeguards ensuring that, in most cases, individuals will not receive a lower amount than they currently receive under the previous regimes. The PSU will have a reference value of 50% of the Indexante dos Apoios Sociais (IAS), currently amounting to 268.6 euros, though this may be increased based on specific circumstances such as unemployment or parental status.

The new regulations apply to residents over 18, including refugees, stateless persons, and EU citizens. For third-country nationals, a valid residence permit held for at least one year is required. Active job seekers may be required to register with employment centers and participate in social solidarity activities for up to 15 hours per week. While the decree-law enters into force immediately, the changes will only take effect starting December 31, 2026.
