Portugal housing crisis: rising rents and supply shortages

Portugal is facing a severe housing crisis characterized by a significant supply deficit and soaring rental costs. Estimates from the Bank of Portugal and the Portuguese Confederation of Construction and Real Estate suggest a shortage of between 300,000 and 380,000 housing units. Experts warn that at current construction rates of approximately 30,000 units per year, it could take a decade to resolve the deficit.

In major urban centers, rental costs have become increasingly unaffordable for the working population. In Lisbon, median rents for new residential contracts reached €16.88 per square meter in 2025, with rental expenses consuming approximately 82% of the average monthly income. In the Porto metropolitan area, rents consume about 60.7% of average income. These figures far exceed the 30% threshold typically used as a benchmark for housing sustainability.

While household net wealth in Portugal grew by 67% between 2010 and 2025—reaching €1,196 billion—this increase is largely driven by rising property values rather than liquid income. This has led to significant wealth inequality, with the wealthiest 10% of households holding 59% of the country's net wealth. Meanwhile, the housing market faces structural challenges including bureaucracy, a shortage of construction labor, and a low level of public housing, which remains around 2.5% to 3% of the total housing stock.
